Joseph F. Hoover enlisted on 18 Feb 1865 as a 1st Lieutenant.
He was commissioned into Company "C" of the Pennsylvania 192nd Infantry on 18 Feb 1865. He served 6 months in the 192nd Pennsylvania Infantry; 18 Feb 1865 to 24 Aug 1865.

While Joseph F. Hoover was in service, the 192nd Penn Infantry regiment moved up the Shenandoah Valley in Virginia to Staunton and Lexington, but saw little fighting, as the war was practically ended.

Joseph F. Hoover was mustered out on 24 Aug 1865.
